Food Safety and Licensed Facility-Based Child Care Review Panel

The September 2023 Escherichia coli (E. coli) outbreak in 11 licensed child care facilities in Calgary was the largest outbreak of E. coli in Alberta. Premier Smith asked Adriana LaGrange, Minister of Health and Searle Turton, Minister of Children and Family Services to review food safety legislation, regulations and associated inspection policies to identify areas that could be strengthened to protect children's health and safety.

An independent Food Safety and Licensed Facility-Based Child Care Review Panel (Review Panel) was appointed to undertake this review and submit their recommendations to the Ministers by spring 2024.

    The Review Panel would like to hear about ways to increase public confidence in licensed child care facility food safety.

    The September 2023 Escherichia coli (E. coli) outbreak that impacted the children, families and providers of 18 licensed child care facilities in Calgary was the largest outbreak of E. coli associated with children in daycare in Alberta. 

    Premier Smith asked Adriana LaGrange, Minister of Health and Searle Turton, Minister of Children and Family Services* to review food safety legislation and regulations and associated inspection policies to identify areas that could be strengthened to protect children's health and safety.

    An independent Food Safety and Licensed Facility-Based Child Care Review Panel (Review Panel) was appointed to undertake this review and submit their recommendations to the Ministers by spring 2024. The Review Panel would like to hear about potential actions that could increase public confidence in kitchens that supply food for children in licensed child care facilities through legislation, regulations and/or inspection processes that govern food safety.

    Information obtained from this survey will inform the Review Panel’s final recommendations to the Government of Alberta. 


    The survey will take 10 to 15 minutes to complete and will close April 15, 2024.

    Note: Information collected through this survey will be analyzed by Government of Alberta staff and/or a contracted vendor supporting the work of the independent Review Panel. Data may be aggregated (where possible and as applicable). Quotations will be paraphrased and de-identified before inclusion in any documentation that may be made public. By submitting and sharing information, you are consenting to this information being shared publicly. 

    *Responsibility for child care was transferred to the Ministry of Jobs, Economy and Trade effective February 16, 2024.
