Integrated Water Program Survey - Regional Commission

The Government of Alberta is seeking input from Regional Commissions on water and wastewater infrastructure to inform the development of a new Integrated Water Program.

The proposed Integrated Water Program (IWP) is intended to consolidate infrastructure funding into a framework that supports municipal water/wastewater infrastructure development across Alberta through the integration and enhancement of Transportation and Economic Corridors (TEC) existing grant programs. The IWP would be structured around three distinct streams:

  1. Alberta Municipal Water/Wastewater Partnership (AMWWP): Provides capital funding for residential water supply and wastewater treatment infrastructure in municipalities with populations under 45,000. Existing eligibility and prioritization criteria will be maintained to continue supporting foundational infrastructure in smaller communities.
  2. Water for Life (W4L): Supports regional water and wastewater projects for residential use that are aligned with Alberta’s Water for Life strategy, promoting efficient and collaborative service delivery through water commissions and intermunicipal partnerships. Current eligibility requirements remain unchanged.
  3. Economic Development Initiative (EDI): Expands program eligibility to include municipalities with populations over 45,000 and supports infrastructure that enables residential, industrial, and agricultural water use. This stream retains core principles of AMWWP and W4L, while providing targeted support for water infrastructure tied to economic growth, particularly in existing eligible municipalities as well as mid-sized urban centres.


Together, these three streams ensure that IWP funding is responsive to Alberta’s diverse municipal water/wastewater infrastructure needs supporting both essential services and future-focused development across all regions.
