The Land Use Secretariat is seeking your input on the ongoing relevancy and effectiveness of the Lower Athabasca Regional Plan.

You are about to complete the Outcome 7 survey: Inclusion of aboriginal peoples in land-use planning. The survey includes the following questions: 

Once you complete the survey, you will be provided with the opportunity to complete detailed surveys for each of Outcomes in the Lower Athabasca Regional Plan. Links to each of the Outcome surveys will be provided at the end of this survey. Reference materials, like the Lower Athabasca Regional Plan, can be found on the LARP engagement webpage.

Section 35 of the Constitution Act, 1982, recognizes and affirms “the existing aboriginal and treaty rights of the aboriginal peoples of Canada …” In the context of the LARP planning area, “aboriginal peoples” includes those First Nations and Métis communities that hold constitutionally protected rights and are therefore uniquely positioned to inform land-use planning. For this component of LARP, the Survey for Outcome 7 does not include any questions about the ongoing relevance of consulting with aboriginal peoples, because consultation is to occur in accordance with applicable government policy as it may be from time to time, and that consultation policy is not stated in the LARP.

The Government of Alberta recognizes that it is essential to involve First Nations and Métis communities that do or may hold constitutionally protected rights that can potentially be impacted by land-use planning and decision-making. For the purpose of this survey, the term “aboriginal” is used when referring directly to the LARP 2012 or to section 35 of the Constitution Act, 1982. In more recent years, the term “Indigenous” has been more frequently used.

As you complete the survey, please do not disclose any identifying information about yourself or others.

Survey responses will be collected and used by the Land Use Secretariat (secretariat) and the Government of Alberta for consideration in the review and report about the ongoing relevance and effectiveness of the Lower Athabasca Regional Plan as required by the Alberta Stewardship Act, and subsequent analyses of LARP and its related strategies. Any personal information you provide to the secretariat for the LARP survey is collected under the authority of section 33(c) of the Freedom of Information and Protection of Privacy (FOIP) Act. Survey responses may be redacted to ensure the disclosure of any personal information found within is conducted in accordance with Part 2 of the Freedom of Information and Protection of Privacy (FOIP) Act.
