    The Government of Alberta is seeking student input on ways to strengthen private career college student protections. 

    This confidential survey is intended for students of private career colleges (PCCs) in Alberta. Recently, there has been an increase in student concerns around private career colleges in Alberta. 

    Your input will help us understand your experiences with private career colleges and inform the government’s thorough review of the legislation guiding PCCs in Alberta.  

    A primary focus of the legislative framework and the government’s compliance work is ensuring private career students have adequate protections in place. 

    The Government of Alberta is seeking ways to strengthen student protections and processes to prevent negative student experiences. These responses will help guide the improvements required in the legislation and help safeguard the needs of students in Alberta. 


    The survey will take 10 to 15 minutes to complete and closes March 29, 2024.

    The Government of Alberta is engaging stakeholders to inform a comprehensive review of the legislative framework guiding private career colleges (PCCs) in Alberta. 

    This engagement will assist in a legislative review for PCCs in Alberta. The government wants to understand how the successes of PCCs can be built upon, while also addressing issues and compliance concernsThe background provided on the next page creates a shared understanding so stakeholders can provide informed input.  

    • The Private Vocational Training Act (PVTA) came into effect in 2000 and has not had a full review since that time, resulting in a legislative framework that is behind the modern PCC context in Alberta;  
    • Current legislation provides insufficient student protections, with limited oversight for program quality and delivery; 
    • Given the growth in the PCC sector, increased in identified risks within the sector and the need to update the framework, a full review of the existing PCC legislative framework is needed; 
    • This discussion will gather feedback to strengthen PCC licensing processes within the existing framework, as well as to inform the full legislative review; 
    • This discussion will help to set the scope of the review, as well as find issues and articulate the desired role of PCCs within Alberta’s adult learning system, including desired outcomes for PCCs, students, industry and government.
